Introduction
Agriculture Cooperative Staff Training Institute in the State of Punjab was established in 1986 by The Punjab State Cooperative Bank Ltd. with the financial assistance from National Cooperative Development Corporation (NCDC) under World Bank-NCDC Project. The main aim of setting up this institute was to provide training to the staff and committee members as well as education to the ordinary members of the Primary Agricultural Service Societies (PACS) during the project period of 5 years. After successfully completion of the Project, the institute started catering to the training needs of the whole short term credit cooperatives in Punjab particularly cooperative banks from 1992. The institute is running various training programme for different categories of staff of cooperative banks. The Punjab State Cooperative Bank is giving high priority for the training of its staff as well as staff of its member banks. The institute is getting full support from the bank in the field of training. The institute is acting for the development of a cadre of professional bankers to meet the challenges of changing banking scenario.

Since 1991, there has been tremendous changes in banking sector which had effected cooperative banks to a great extent. The Tarapore Committee, Narsimham Committee and Vaidayanathan Committee recommendations have put profound challenges to cooperative banks. The technological changes in the banking sector are also effecting the these banks. This institute is aware of these transformations and has geared up its training plans. The training institute of cooperative banks cannot remain passive but must play an active role in providing consultancy, latest knowledge and skills to cooperative banks. Acting as a catalyst in the change process, this institute has decided to diversify its activities to face the challenge of time.
Infrastructure
The training institute is running in its own building in Jalandhar. It has two class rooms, one conference hall and one computer lab and all are air conditioned and furnished with proper furniture. There are twenty eight computers and one server of latest configuration in computer lab. Institute has a rich library having more than 4000 books on different subjects. Record of the library and computerized office work of the institute is totally computerized.
Institute has all modern training aids (Seven Multimedia Projectors, Three Television Sets,, white boards,) for the training purposes. All Faculty members have been provided with laptops for conducting classes, data analysis and preparation of training material .Internet facility is provided to the Faculty Members.
Hostel
There are 28 air conditioned rooms in the hostel with dual occupancy, a recreation hall and air conditioned dining hall. The trainees are provided lodging and boarding facility free of cost.
Financial Matters
During the project period, all the expenses of this institute were borne by the NCDC. From July 1992, the Punjab State Cooperative Bank started taking care of its financial needs. NABARD has started giving financial assistance under SOFTCOB scheme. Rest of the expenses of the institute are borne by the PSCB without putting burden on central cooperative banks.
